UConn Economists Predict Sizable Job Losses http://www.EmploymentCrossing.com Economists at the University of Connecticut are projecting massive job losses, as the Constitution State is slammed by the economic meltdown. The Connecticut Center of Economic Analysis at UConn predicts the loss of 40,000 jobs in the next two years. As recently as August, the center forecast a loss of only 9,500 jobs.  Connecticut has remained relatively untouched by the recession when it comes to job losses, but economists agree that its mainstay industries can't hold up much longer.  In the past few weeks, the Hartford Financial Services Group announced it is laying off 500 employees, 125 at its Connecticut headquarters; and several industrial companies had moderate layoffs. Don Klepper-Smith of the governor's economic advisory panel said the state is more likely to lose 60,000 to 80,000 jobs by mid-2010.  "It stands to get worse before it stands to get better," said Klepper-Smith, who predicts that Connecticut will begin recovering from the recession halfway into 2010.

The Dow Jones industrial average sank more than 240 points. With the government and bond markets closed for Veteran’s Day, no economic reports are scheduled, however, the corporate earnings reports were enough to show investors that the economy is still weakening, perhaps more than Wall Street predicted. Starbucks reported lower sales, leading to profits that fell below analysts’ expectations. Starbucks shares fell 34 cent, 3.3% after the company released its earnings. Toll Brothers said fourth-quarter revenue fell 41% from the year ago period. Chairman Robert Toll said in a statement that the company was, “upended by the past month’s financial crisis,” and the economic uncertainty made it difficult to predict what profit would be like next year. Toll Brothers fell 46 cents, or 2.4 percent, to $18.49. General Motors Corp. shares plunged on Monday to their lowest point in 60 years, said it will cut 1,900 factory jobs on top of 3,600 cuts announced Friday. GM shares fell 55 cents, or 17 percent, to $2.81. “We’re in a situation where we really don’t know how deep a recession we’re in,” said Jim Herrick, manager of equity trading at Baird & Co.

To date, WaMu has complied with the hiring benchmarks specified in the deal. WaMu was the biggest bank failure in American history when it was seized by federal regulators, then immediately acquired by the New York-based JPMorgan on September 25th. "As we combine the two companies, we are evaluating staffing and real estate facilities across the country," said WaMu’s Missy Latham. She declined to discuss hiring plans for Texas. WaMu has laid off employees in Texas in recent months, including hundreds in San Antonio connected to its mortgage loan business. But company officials said they added other Texas jobs.

In return for government rescue dollars, banks, insurance companies, hedge funds and the rest of the financial sector will almost certainly face a regulatory overhaul effort by the Democratic Congress next year. Obama will most likely support the Employee Free Choice Act, which would allow workers to form unions by getting a majority of employees to sign a card in support of a union, rather than through a secret ballot election. Business groups such as the U.S. Chamber of Commerce fiercely oppose the measure because it would make it easier for workers to unionize. The measure, supported by Obama and most Democrats in Congress, was approved in the House last year but stalled in the Senate. Meanwhile, Obama has promised to help Ford, General Motors and Chrysler by doubling a recently approved loan program to $50 billion. to help the auto industry develop more fuel-efficient cars.

The US Federal Reserve and the Treasury Department announced the new plan, as AIG reported a record $24.47 billion third-quarter loss, largely from write-downs of investments. AIG, once the world's largest insurer, nearly collapsed after being forced to post large amounts of collateral related to exposure to complex derivatives known as credit default swaps. Many of these securities were linked to the performance of residential mortgages, and lost value as the US housing downturn turned into a global credit crisis. The $40 billion equity infusion comes from the $700 billion financial industry bailout package adopted by the government last month. That package, known as the Troubled Asset Relief Plan or TARP, was originally intended for banks, and AIG is the first company other than a bank to receive money from the Plan. TARP was created after the government announced its original $85 billion bailout package for AIG.

But now Wall Street is being decimated by an unprecedented crisis likely to restrain the financial sector for years to come. Overexpansion, especially in New York, has been cited in the deaths of San Francisco firms Thelen and Heller Ehrman. But Ralph Baxter, chairman of San Francisco's Orrick, Herrington & Sutcliffe, says firms will still seek to realize their dreams of a Manhattan presence – they have no choice. "There will be some adjustment," he said. "But there's really no way to be an American-origin firm that has anything to do with capital markets and finance without being in New York in a serious way." Baxter and the heads of most other large firms founded outside of New York have long believed the future of the profession will lie with a small group of global mega-firms that can straddle the major financial centers of New York, London and Hong Kong. This widely held view is a sign of how closely large law firms see their fortunes aligned with those of global financial institutions. But it is precisely those institutions now facing a wrenching round of consolidation and collapse.

Construction spending fell less than expected in September as a rebound in nonresidential activity helped offset further weakness in home building. The Commerce Department on Monday reported that construction spending dropped by 0.3 percent in September, less than the 0.8 percent decline many economists had been expecting. Spending had risen by 0.3 percent in August after a huge 2.4 percent plunge in July. The weakness in September was led by a 1.3 percent drop in housing construction, which has fallen every month but two over the past 30 months. Spending on government projects fell by 1.3 percent, the biggest setback since January. The country is undergoing the worst housing slump in decades, a downturn that has triggered the nation's biggest financial crisis since the 1930s as banks have struggled to cope with billions of dollars of losses on mortgage lending. The Bush administration won congressional passage on Oct. 3 of a $700 billion rescue package designed to stabilize financial institutions by buying up bad assets and through direct government purchases of stock in banks. Both programs are aimed at boosting banks' balance sheets in an effort to get them to resume more ordinary lending. However, many economists believe the massive government support effort will not come in time to prevent the country from experiencing the most severe recession in decades. For September, the 0.3 percent fall in overall construction was the third drop in the past four months. It left total building activity at an annual rate of $1.06 trillion in September, down 6.6 percent from the level of a year ago. There is some concern that the weak economy will cause state and local governments to cut back on spending, making the downturn more severe. Democrats in Congress are pushing for a second economic stimulus bill that would include money to support spending on highways, bridges and other infrastructure projects.

In a bleak acknowledgment of the tough times ahead in the credit card industry, American Express Co. said Thursday that it plans to cut 7,000 jobs, about 10 percent of its worldwide work force, in an effort to slash costs by $1.8 billion in 2009. The New York-based credit card issuer said it is also suspending management level salary increases next year and instituting freeze in hiring. The job cuts will be across various business units, but will focus primarily on management positions, the company said. American Express, who has been gearing up for a restructuring for some time now, also said it plans to scale back investments in technology and marketing and business development, and streamline costs associated with some rewards programs. The company also expects to cut expenses for consulting and other professional services, travel and entertainment and universal overhead. As a result, American Express plans to take a restructuring charge of between $240 million and $290 million in the fourth quarter. "We've been engaged for the past few months in an intensive, companywide review of priorities and staffing levels," said Kenneth I. Chenault, chairman and chief executive, in a statement. "The re-engineering program we announced today will help us to manage through one of the most challenging economic environments we've seen in many decades. It will also put us in position to ramp up investment spending as economic conditions improve so that we can take advantage of the substantial opportunities that will be available to us over the medium to long term." It just goes to show that even a company like American Express, which prides itself on catering to a more well-to-do clientele, is not immune to our economic turmoil.

Top bankruptcy attorneys, high-powered defense lawyers and regulatory law experts are big winners in the financial meltdown, according to Reuters. Lawyers who represent shareholders in big class-actions could also do well, but only if they prevail against the banks, lenders and others they blame for causing staggering investor losses. Most shareholder attorneys work on a contingency basis, meaning they do not collect anything unless their clients win damages at trial or negotiate a financial settlement. "To the extent there have been these meltdowns, there is going to be litigation," said Fred Krebs, president of the Association of Corporate Counsel. The collapse of three banks -- Bear Stearns, Lehman Brothers and Merrill Lynch, which has agreed to merge with Bank of America -- is expected to curb business for law practices long accustomed to lucrative fees from advising Wall Street. Firms like San Francisco's Heller Ehrman have shut down, and many others are laying off attorneys. Young lawyers hoping for entry-level jobs at elite firms will be disappointed. Hiring of summer associates for 2009 is likely to be down 35 percent from last year. A recent survey of corporate legal departments by Serengeti Law, a legal services company, and the Association of Corporate Counsel showed that spending on outside lawyers has slowed to its lowest level in eight years.

The 83-year-old auto giant will eliminate 5,000 salaried or contract positions - 25 per cent of its salaried staff - and will resort to layoffs or firings by the end of the year if not enough people accept buyouts. These cuts come one day after Chrysler announced it would eliminate a shift at one US assembly plant, and accelerate the closing of another factory, which will wipe out about 1,800 jobs. General Motors also announced it would eliminate some salaried jobs and scale back benefits for salaried employees. "These are truly unimaginable times for our industry," Chrysler CEO Bob Nardelli said. "We continue to be in the most difficult economic period most of us can remember." The problem for Chrysler, GM and Ford is the collapse of sales in the U.S. market. Ford is believed to be in the best shape to weather the storm because of cash and other financial resources that amount to more than $30-billion dollars. Sales in the US market have been disastrous this year for most auto makers, but Chrysler has sustained some of the biggest declines. Sales plunged 33 per cent last month from year-earlier levels and there are forecasts that October deliveries will also plummet.

On October 8, 2008 the Fed lowered its federal funds rate, the benchmark overnight lending rate at which banks lend to one another, by a half-percentage point to 1.5%. Speculators believe the central bank will cut rates again by at least another half-percentage at the end of a meeting on October 29. “Everyone at the Fed has pretty much told you they’re going to cut,” said Rich Yamarone, director of economic research at Argus Research. “…they’re throwing everything they can at this right now.” Fed Chairman, Ben Bernanke has revealed in recent weeks that economic turmoil is likely to continue into 2009, despite the rate cuts and other efforts taken by the Fed and Treasury Department to try and mend the credit crisis. Some economists argue that another rate cut many be the least important step the Fed can take in its effort to solve the crisis. “It’ window dressing, only a psychological weapon,” said Sung Won Sohn, economics professor at Cal State University Channel Islands. “Right now, the problem isn’t the cost of the Fed’s money; it’s that the existing money supply is not circulating.” Many economists say that fear and uncertainty in the markets is so great right now that the Fed can’t risk leaving rates unchanged, and that anything that can be done to spur lending is a good thing.

Immelt said employment would be lower, although he declined to offer numbers or percentages, according to the report. Headquartered in Fairfield, Connecticut, GE has suffered in the current financial crisis, with its finance unit particularly hard hit. Last month, the company said it planned to scale back that unit. Immelt says GE will continue to make loans in areas like restaurant franchises and companies under bankruptcy protection. GE's shares finished last week down 97 cents at $17.83, their lowest level in more than a decade.

New York Times May Cut Dividend http://www.EmploymentCrossing.com The New York Times, America’s third-largest newspaper publisher, is considering cutting its stock dividend after reporting a loss. The drop in revenue is being blamed on severance costs and a steeper drop in advertising sales, according to Bloomberg. The payout will be reviewed ``to determine what is most prudent in light of the overall market conditions,'' CEO Janet Robinson said. Standard & Poor's cut its debt rating on New York Times to junk after the results, increasing the pressure on the company to reduce the dividend that pays the controlling Ochs-Sulzberger family $25.1 million a year. The publisher plans to write down the value of its New England newspapers, including the Boston Globe, by as much as $150 million. The third-quarter loss from continuing operations totaled $2.08 million, or 1 cent a share. New York Times shares have lost 39 percent of their value this year. The current dividend offers an indicated yield of 8.7 percent. Ad sales at the newspapers and their web sites slid 16 percent in the third quarter, the most since 2001. September newspaper ad sales fell 14 percent. A likely recession in the US means the decline in advertising may not begin to moderate until 2010, S&P said. The New York Times has confronted falling revenue with job cuts, newsstand price increases and narrower pages.

EmploymentCrossing.com The amount of homeowners trapped in the foreclosure crisis grew by more than 70 percent in the third quarter of 2008, compared with the same period in 2007, according to data released Thursday. Nationwide, nearly 766,000 homes received at least one foreclosure-related notice from July through September, up 71 percent from a year earlier, said foreclosure listing service RealtyTrac, Inc. By the end of the year, RealtyTrac expects more than a million bank-owned properties to have piled up on the market, representing a third of all properties for sale in the U.S. RealtyTrac monitors default notices, auction sale notices and bank repossessions. More than 250,000 properties were repossessed by lenders nationwide in the third quarter. Accounting for more than 60 percent of all foreclosure activity for the quarter were California, Florida, Arizona, Ohio, Michigan and Nevada, with California alone making up more than a quarter of all U.S. foreclosure filings. The combination of sinking home values, stricter mortgage lending criteria, and an economy that many think has already slipped into recession has left hundreds of thousands of homeowners with few options. Many sellers cannot find buyers or owe more money than their home is worth and can’t refinance into an affordable loan. It remains to be seen how much the government’s intervention will stem the housing crisis. Earlier this month, the Federal Housing Administration launched a program that aims to prevent foreclosures by allowing homeowners to swap their mortgages for more affordable loans, but only if their lender agrees to take a loss on the initial loan. The bill is projected to help about 400,000 households.

Home prices in Austin, that dot of blue in a sea of Texas red, are cooling, remaining constant for the last year after four years of increases, according to the Austin American-Statesman. The Austin Board of Realtors reports that Central Texas home sales fell for the 15th consecutive month, as the area suffers from the national real estate slowdown. Home prices remained constant, with a median of $182,600. Local real estate experts say this is a sign that prices will fall, which could bring more buyers into the market. Some observers say prices could drop as much as 10 percent within the next year. Nationally, the median home price is down almost 10 percent this year. But Austin area prices have held up despite sales declines across all price ranges. September sales of single-family homes in Austin totaled nearly $407 million, down 11 percent from a year earlier. It took an average of 71 days to sell a house — 11 days longer than a year earlier. Mortgage rates, now at about 6.25 percent, could climb to the mid-7 percent range in the next six months, further squeezing buyers and forcing some sellers to cut prices.

Kerkorian might sell his remaining 133.5 million shares, which represent a 6% stake in the automaker. Kerkorian's investment firm, Tracinda, revealed in a filing with the SEC on Tuesday that he had sold those shares Monday for an average of $2.43. He originally purchased 140 million shares for an average price of just over $7 a share. Ford had limited comment on the filing. Ford spokesman Mark Truby said, "We remain confident and focused on our plans to transform Ford into a growing and profitable auto company." At the time Kerkorian announced his tender offer in April, he gave Ford management a tremendous vote of confidence, saying that despite the difficult economic outlook he had faith in a turnaround at the automaker. But since April, Ford and other automakers have been hammered by both high gas prices and tighter credit, which made it difficult for consumers to find the financing they needed to buy cars. Mr Kerkorian's investment vehicle Tracinda Corporation, which held the shares, said today it was reallocating its resources to focus on gaming, hospitality, oil and gas industries where it sees value in light of current economic and market conditions.

Bank of America's takeover of Merrill Lynch will result in thousands of job losses, Merrill Lynch chief executive John Thain announced. Most of the job cuts will come from IT as well as operations and finance across both banks, Thain said in an interview with Bloomberg. "We haven't mapped it out in terms of actual number of people, but we are committed to saving $7 billion across the combined platforms, and that will be a challenge," Thain said. "Between our two companies, it will be clearly thousands of jobs." Charlotte, North Carolina-based Bank of America is buying Merrill Lynch in a $50 billion deal expected to close in the first quarter, pending shareholder approval. With the purchase, BofA will become the largest financial services company in the world. Manhattan’s Merrill Lynch has one of the largest IT budgets of all investment banks, having spent $546 million in the last quarter on ongoing technology investments and system development initiatives. The firm has already cut more than 5,000 jobs in the past 18 months, reducing headcount to about 60,000. In its quarterly statement released 16 October, Merrill Lynch said it has spent $39 million on restructuring charges, mainly related to severance costs for technology workers.

The wealth gap between rich and poor increased in three-quarters of countries in the Organization for Economic Cooperation and Development over the last two decades, the group said in a report. Since the mid 1980s France, Greece and Spain were some of the few countries where income gaps shrank, the Paris-based organization said. Over the past five years, income inequality and poverty increased the most in the US, Canada, Germany and Norway, while the gap shrank in Greece, Mexico and the UK. Unemployment among the low skilled and poorly educated is one of the main drivers of the growing income gap, the report said. Government redistribution through taxation and distribution of benefits offset this by reducing income inequality by about one- third on average. “The largest part of the increase in inequality comes from changes in the labor markets. This is where governments must act,'' OECD Secretary General Angel Gurria said. “Increasing employment is the best way of reducing poverty.'' About 1 in 10 people in OECD countries had an income below half of the national median in 2005, the report said. Poverty rates are the furthest above the OECD average in Mexico, where the rate is one in 20, and furthest below average in Denmark, where the rate is one in five. The OECD is an organization of thirty countries dedicated to democratic and free market principles.

This is the bank’s third regulatory order since April 2007, including an $8,400 fine related to its lending practices in June. The September 9th consent order, which the bank agreed to without admitting or denying wrongdoing, deals primarily with the Bank Secrecy Act. The bank was given timelines ranging from 30 days to 120 days to improve its compliance with rules such as verifying the identity of customers, screening for suspicious customers and transactions and keeping proper records of those activities. Intercredit Bank agreed with the Comptroller of the Currency of the United States to form a compliance committee with three directors, only one of them a bank employee or shareholder. This committee will oversee the bank’s compliance, including monitoring large cash transactions, offshore transactions and detailing its policy for when it won’t allow people to open an account. Intercredit Bank must also hire a Bank Secrecy Act compliance officer, who is subject to approval by federal regulators. The consent order told Intercredit Bank it must “take all necessary steps to ensure that bank management corrects each violation of law, rule or regulation cited in the Report of Examination… and in any subsequent Report of Examination.” These reports are not open to the public. “Three orders in 18 months, or one every six months, is really unusual and not indicative of good regulatory relations, which is more important than ever during these turbulent times,” Miami-based banking analyst Kenneth H. Thomas told the Journal.

The report released Monday by the University of California, Berkeley found that state policies that boost energy efficiency aren't just good for the environment, they're also good for the economy. "Energy efficiency has really helped us stimulate the economy." Roland-Holst analyzed the economic impacts of government policies enacted since the early 1970s that have made California the country's most energy-efficient state. California was among the first states to create energy-efficiency standards for new homes, buildings and household appliances such as refrigerators and washing machines. The average Californian now uses about 40 percent less electricity than the average American. The UC Berkeley study also est8imated that California’s plan to aggressively cut carbon emissions could create 400,000 new jobs and increase household incomes by up to $48 billion annually by 2020.

The resort will feature two towers, gardens, pools, water slides, a fake volcano caldera, spa, banquet and meeting space, and wedding facilities. Disney film characters played by humans, such as mermaids, are expected to play a regular role at the resort. This is Disney’s first vacation club-hotel venture to be separate from its theme parks in California, Florida, France and Japan.

Type “economic meltdown” into the Google.com search engine and you’ll get no results. Not really. But the Mountain View, California-based web giant is definitely not feeling the pinch. Google has reported larger-than-expected revenues of $5.54 billion in the quarter that ended September 30th, an increase of 31% a year ago. Google reported net income for the third quarter of $1.35 billion, up 26% from year ago. Excluding certain charges, such as the cost of employee stock options, the company earned $4.92 a share, better than consensus estimates of $4.75 per share. "While we are realistic about the poor state of the global economy, we will continue to manage Google for the long term, driving improvements to search and ads, while also investing in future growth areas such as enterprise, mobile, and display," said CEO Eric Schmidt said in a statement. Shares of Google jumped more than 7% in after-hours trading. Investors have been concerned about Google's performance, since its business relies heavily on advertising. Google's shares have fallen more than 36% over that time period as investors worried that cash-strapped businesses might stop spending on search advertising. But the number of paid clicks registered by Google on its sites and through its AdSense advertising network grew 4% compared to the second quarter, and 18% compared to the same period a year ago. Google thinks ad revenues might continue to rise through the downturn, as web ads are targetable and measurable.

State Comptroller Nancy Wyman, a non-voting, ex-officio member of the Connecticut State Employees Retirement Commission, said she wants the panel to trim those payments or she’ll ask lawmakers to require it to do so. Wyman’s comments came in response to a review issued last week by state auditors, who reported that the commission pays two of its three professional actuaries, Claude Poulin of North Carolina and Robert D. Baus of New Jersey, a “per diem” of $2,900 per meeting, as well as compensation for first-class air travel, meals, and hotel bills. In two of several potentially embarrassing disclosures, the auditors said Baus had collected $5,800 for two meetings held on the same day, and that Poulin was paid $944 for a round-trip, first-class airfare. Over the last fiscal year, the panel paid Poulin a total of $98,474 and paid Baus a total of $91,891. The 15-member retirement commission includes six trustees representing state employees, six representing state management, the two “professional actuaries,” Poulin and Baus, and a “neutral” trustee, its chairman.

Citigroup analyst Mark Mahaney said checks with large online sellers suggested that sellers were continuing to move business away from eBay. "This is not a new trend, but we note that sellers seemed incrementally more concerned about their long-term prospects on eBay," Mahaney wrote in a note late Thursday. The sellers had noted a falloff in sales on the site in the last ten days, which they attributed both to the economic turmoil and to recent changes in eBay policies on fees and seller ratings. Mahaney said he came away somewhat more positive on Amazon.com. "We continue to view [Amazon] as the beneficiary of seller shift away from eBay, although we point out that sellers may increasingly look to develop their own sites over other channels," he wrote. Meanwhile, Lazard Capital Markets analyst Colin Sebastian dissected Amazon's prospects, lowering his earnings estimates because of faltering consumer confidence and the stronger dollar. He cut his third-quarter earnings estimate from 27 cents to 25 cents per share, and his revenue estimate from $4.3 billion to $4.27 billion. Amazon shares were down $3.08, or 4.3 percent, at $69 in pre-market trading. EBay shares were down 50 cents, or 2.2 percent, at $21.86.

US Attorney Timothy Morrison said Fishers resident Lori Crisp, 44, worked as both an office manager and a preparer of federal tax returns in 2005 and 2006, when the alleged crimes occurred. Morrison said Crisp prepared and electronically filed 47 false claims for refunds using fraudulent W-2 forms. Of the 47, he said, 46 showed the same wages of $34,289 and 36 claimed fraudulent education credits. T he total amount of claimed refunds was $218,000 dollars. Morrison said $34,000 in refunds were issued before agents with the Internal Revenue Service detected the scheme. "The scheme was to obtain $218,000 in refunds in the names of people whose addresses are not on the returns and who don't know that the returns are being filed," said Assistant U.S. Attorney Susan Heckard Dowd. Crisp faces a possible five-year prison term and a $250,000 fine if convicted.

Barclays Capital employs 26,000 workers. About 10,000 employees worked in those groups at Lehman, which is now part of a unit known as Barclays Capital. Barclays paid $250 million for Lehman's banking and trading businesses and also $1.5 billion for the bankrupt bank's New York headquarters and two data centers in New Jersey.

Garamendi spoke at a UC Davis College Democrats rally in front of an audience of about 85 people. "A free public education no longer exists in California," he said. "The taxes that were increased in this [state] budget were miniscule except for one. The single biggest tax increase was a tax on students." Garamendi, who is also a regent of the University of California, said the only way to stop fee increases was for students to stand up for themselves. "Ten thousand young men and women did not enter the state university system this fall because there was inadequate funding,” Garamendi told the school paper. “Four years from now those are 10,000 engineers, nurses, teachers, social workers, philosophers, writers, journalists who will not be available to work in the California economy." Garamendi spoke at a UC Davis College Democrats rally in front of an audience of about 85 people. "A free public education no longer exists in California," he said. "The taxes that were increased in this [state] budget were miniscule except for one. The single biggest tax increase was a tax on students." Garamendi, who is also a regent of the University of California, said the only way to stop fee increases was for students to stand up for themselves. "Ten thousand young men and women did not enter the state university system this fall because there was inadequate funding,” Garamendi told the school paper. “Four years from now those are 10,000 engineers, nurses, teachers, social workers, philosophers, writers, journalists who will not be available to work in the California economy." According to New York states comptroller, Thomas DiNapoli, around 40,000 jobs will be eliminated in the securities industry. These job cuts are a said to be a direct result of the economic crisis in the financial industry. In a deal put together by the FDIC, with the blessing of the Treasury Department and the Fed, Citigroup will be acquiring the banking operations of the Charlotte, North Carolina-based Wachovia. With the proposed government $700 billion dollar bailout still up in the air, Citigroup will pay $2.1 billion dollars to take over $700 billion dollars in Wachovia assets. Citi will be assuming $52 billion dollars of Wachovia debt and absorbing $42 billion dollars worth of losses in $312 billion dollars of the bank’s loans. Some big numbers involved no doubt, but the acquisition was a move that will protect the FDIC’s risk of another bank collapse. Wachovia was seized last week by Federal regulators, but the FDIC insists it was a move to protect from another IndyMac or Washington Mutual pitfall. At this point, customers, employees, and vendors all have been assured by the Fed and the FDIC that the transition will be smooth and it will be business as usual during the takeover. As Citigroup assumes the business of Wachovia, the company will sell off $10 billion dollars in common stock to raise capital. Citi joins the pedestal of the banking Big Three, including Bank of America and JP Morgan Chase, who also recently acquired banks in despair.

Immelt first cut his annual profit forecast April 11, triggering the stock's biggest one-day decline since 1987. GE has lost about a third of its value this year. GE is working to ensure that industrial businesses deliver 60 percent of earnings by the end of 2009, reducing its reliance on finance. GE is a multinational American technology and services conglomerate incorporated in the State of New York. It is the world's sixth largest company.

"It is a big package because it's a big problem," Bush told reporters at a news conference. "The risk of doing nothing far outweighs the risk of the package." Treasury Secretary Henry Paulson, lawmakers and their aides are expected to work through the weekend in an effort to craft a bill swiftly. Democratic leaders on Capitol Hill said they expect the bill to go before a vote within days. Some commentators are worried that such a sweeping piece of legislation, that could fundamentally change how the American economy works, may be passed without full debate and consideration. But Paulson and other officials believe that the lack of easy credit between banks and other financial institutions threatens to inflict serious damage on the economy if not addressed immediately. "This program is intended to fundamentally and comprehensively address the root cause of our financial system's stresses," according to a statement released by the Treasury. The plan is for the government to buy the securities at a discount, hold onto them and then sell them for a profit. The administration's proposal also requests that Congress authorize an increase to the nation's debt ceiling. Currently set for $10.6 trillion in 2009, the proposal requests the limit be increased to $11.3 trillion to allow for the purchases of mortgage-backed assets.

The move by 139-year old Goldman Sachs and 73-year-old Morgan Stanley is the end of a financial era, according to the New York Times. The firms believe their models of finance and investing have become too risky. They want the cushion of bank deposits that has kept big commercial banks like Bank of America relatively safe in the current financial chaos. Firms like Morgan Stanley and Goldman Sachs thrived by making risky bets with their own money, often using enormous amounts of debt to increase their profits, with little outside oversight. By becoming bank holding companies, the firms are agreeing to tighter regulations and much closer supervision by bank examiners from several government agencies rather than only the Securities and Exchange Commission. The companies will have access to the full array of the Federal Reserve’s lending facilities, which should help them avoid the fate of Lehman Brothers, which filed for bankruptcy last week, and Bear Stearns and Merrill Lynch — both of which have agreed to be acquired by big bank holding companies. Morgan Stanley is selling 20 percent of itself to Mitsubishi UFJ, a Japanese banking giant with $1.1 trillion US dollars in bank deposits. Just a year ago investment banks, the titans of global finance, considered bank regulation a millstone to be avoided at all costs. Now they’re practically wearing Mao suits and singing the Internationale.

Royal Bank of Canada continues to expand its US businesses by recruiting nearly 100 senior bankers from struggling US rivals. The biggest lender in the country claims its US investment banking division has increased about seven percent in the past year. It has achieved this by recruiting from companies such as Citigroup and UBS bringing its US staff to about 1,600 workers. In the US, bank and security firms have cut over 76,000 jobs.
