Normally electrolysis is carried out at &lt;10v, but this much higher voltage causes a series of hydrogen microexplosions on the cathode that produce the noisy, glowing plasma at the end of the electrode. The black layer on the surface is carbon from the electrodes that has been torn off during electrolysis. Some scientists theorize that plasma electrolysis may be able to produce excess energy through cold fusion, but my non-professional setup does not allow me to test this theory.</p>]]></description>
