The goal is to have only about 100 workers involuntarily laid off over the next three years because of the outsourcing. Metal work, assembly and testing of aerospace products and aircraft will still occur at the Phoenix plant, which has been in operation since 1952. Honeywell has about 10,600 workers in Arizona, and 122,000 globally. Congressional Democrats and president-elect Barack Obama plan to rework federal taxes, so businesses that move US jobs offshore do not get tax benefits.

Minnesota fitness chain to fire 100 http://www.EmploymentCrossing.com Life Time Fitness will cut 100 jobs at its Chanhassen, Minnesota headquarters, as the company scales back fitness center openings in 2009. The layoffs will largely hit divisions such as real estate, construction and architecture. Life Time Fitness employs 800 at its headquarters. The company announced earlier this month it would open fewer fitness centers in 2009, due to tightening credit markets and the overall downturn in the economy. It had planned to open 11, but scaled that number back to six. Life Time said it still has a “strong business model,” but had to adjust its staffing levels due to the expansion slowdown. Life Time Fitness is a national chain of 85 fitness centers, which began with its first location in Brooklyn Park, Minnesota in 1992.

The Associated Press says their votes will be given special protection to ensure they are counted. Colorado Common Cause and other groups alleged in a lawsuit filed last week that the state illegally removed an estimated 27,000 people from the voter list during the 90 days leading up to the August primary. The groups argued that federal law prohibits any systematic removal of names from voter rolls within 90 days of an election with three exceptions: voters who have been convicted of a felony, have died or have requested removal. Lawyers for the Colorado attorney general's office countered that the names were removed to correct voter registration records, in some cases because the voter had moved or was registered more than once. No eligible voter would be denied the right to vote, they said. Under an agreement reached by both sides, the state will generate a list of voters whose registrations were canceled before the August primary. Those voters will have to cast provisional ballots on Election Day, but their ballots must be counted unless election officials can prove the voters were ineligible.

EmploymentCrossing.com A task force is calling on the American Society of Civil Engineers to create an ethics policy after critics raised questions about the group's probes of the World Trade Center collapse and the failure of New Orleans levees during Hurricane Katrina. Critics say the probes, commissioned and funded by federal agencies, were more about covering up human and agency misdeeds than determining what went wrong with the failed structures, according to the Associated Press. Last month, the society's Task Force on Engineering Reviews said the Reston, Virginia-based ASCE should draw up an ethics policy to eliminate questions of possible conflicts of interest. One year ago Raymond Seed, a levee expert at UC Berkeley, sent a letter to the ASCE accusing it of colluding with the Army Corps of Engineers to cover up engineering flaws found after Katrina struck in August 2005. Seed was on an independent levee investigation team funded by the National Science Foundation. Seed's team said corps and ASCE reports placed too much blame on the power of the hurricane, and did not spend enough time studying design flaws. The independent team says the Army Corps and ASCE team obstructed access to data, and tried to keep them away from the site of one of the major levee failures. The letter revived accusations that ASCE's examination of the World Trade Center collapse was flawed. In both cases, the society's findings were called into question in large part because ASCE got money from government agencies. The society received a $1.1 million grant from the Army Corps to study levee failures, and the Federal Emergency Management Agency paid the group about $257,000 to investigate the World Trade Center collapse.

EmploymentCrossing.com The amount of homeowners trapped in the foreclosure crisis grew by more than 70 percent in the third quarter of 2008, compared with the same period in 2007, according to data released Thursday. Nationwide, nearly 766,000 homes received at least one foreclosure-related notice from July through September, up 71 percent from a year earlier, said foreclosure listing service RealtyTrac, Inc. By the end of the year, RealtyTrac expects more than a million bank-owned properties to have piled up on the market, representing a third of all properties for sale in the U.S. RealtyTrac monitors default notices, auction sale notices and bank repossessions. More than 250,000 properties were repossessed by lenders nationwide in the third quarter. Accounting for more than 60 percent of all foreclosure activity for the quarter were California, Florida, Arizona, Ohio, Michigan and Nevada, with California alone making up more than a quarter of all U.S. foreclosure filings. The combination of sinking home values, stricter mortgage lending criteria, and an economy that many think has already slipped into recession has left hundreds of thousands of homeowners with few options. Many sellers cannot find buyers or owe more money than their home is worth and can’t refinance into an affordable loan. It remains to be seen how much the government’s intervention will stem the housing crisis. Earlier this month, the Federal Housing Administration launched a program that aims to prevent foreclosures by allowing homeowners to swap their mortgages for more affordable loans, but only if their lender agrees to take a loss on the initial loan. The bill is projected to help about 400,000 households.

The Golden State has issued its final draft of a comprehensive plan to reduce California’s greenhouse gas emissions to 1990 levels, according to the Los Angeles Times. New regulations will shrink the per capita carbon footprint of Californians by an average of four tons per year over the next 12 years; curb electricity use through energy-efficient buildings and appliances; and discourage urban sprawl to cut traffic. The plan will force auto manufacturers to make cleaner cars, require utilities to build more solar and wind plants, and compel industries to hike energy efficiency to unprecedented levels. "Despite a difficult economy, it is important that we move forward," Governor Arnold Schwarzenegger said, adding that the plan would result in "tens of thousands more jobs and a boost to California's gross domestic production." California's climate blueprint will slash the state's emissions about 15% below today's level at a time when a consensus of scientists say that global warming is shrinking the state's water supplies, intensifying wildfires, and stressing plant and animal populations. California's plan was immediately attacked by a coalition of businesses, led by the California Manufacturers and Technology Association and the California Chamber of Commerce, which said the rules would result in "billions of dollars of increased energy costs." Environmentalists praised the blueprint as "an economic stimulus plan" that could spur a "clean tech" economy similar to Silicon Valley's technological boom.

"Our historic effort here in California to deal with the crisis of global warming will also have the benefit of saving families and citizens money," according to Mary Nichols, chairwoman of the Air Resources Board. Agriculture, forestry, construction, and manufacturing would see growth and an increase in jobs, according to the analysis. Largely driven by state budget cuts and decreased local tax revenue, a deficit of $1.4 million is projected for the fiscal 2009 budget, the department said. In addition to eliminating 13 vacant positions, a total of nine full-time jobs and 14 part time jobs will be eliminated. “We need to have as much time as possible to plan how we can minimize the impact these staff cuts will have on services to Kane residents,” said executive director Paul Kuehnert. The Department oversees health programs for the 404,000 people of Kane County, including Aurora, the second largest city in Illinois.
