Trinity Industries announced that it is closing its Detroit-based facility, TrinityRail. Layoffs at TrinityRail will be across the board, affecting both its administrative and hourly workers. According to reports, some employees may be offered jobs at other facilities but that is not clear at this time. Trinity Industries manufactures fright cars, tank cars, and rail car components throughout the United States and Mexico. Texas is home to 8 out of the 11 facilities located in the United States. At the close of the third-quarter, TrinityRail had $1.12 per share.

The Tempe, Arizona-based group’s report came as factory indexes in China, the UK and Russia all fell to record lows. A report from the Commerce Department also showed construction spending fell 1.2 percent in October, a bigger drop than forecast, as a slump in homebuilding spread to non-residential projects such as power plants, churches and highways. New orders for factories decreased to 27.9, the lowest since 1980, from 32.2 the prior month. The index of prices paid dropped to 25.5, the lowest level in six decades, from 37. That adds to concern that the US economy may be at risk of deflation, a sustained decline in prices and wages caused by scarce credit. Deflation can worsen a recession by making debts harder to pay and countering the effect of interest-rate cuts.

Armored car company Brinks US has been named one of the nation’s top “Military-Friendly” employers for the sixth year in a row by GI Jobs Magazine. Nearly 2,500 companies were considered for the annual ranking, but only fifty made the list. The rankings are based on military recruiting efforts, Reserve and National Guard policies, percentage of new hires with prior military service, and veteran community involvement, training and promotional programs. Last year, it was 9.7 million square miles, about the size of North America. The hole is an area of depletion in the stratospheric ozone layer, which blocks harmful ultraviolet rays from space. Created by human-produced gases, the ozone hole generally forms in August and grows to its maximum size in September or October before breaking up. Since the ozone layer absorbs ultraviolet light from the Sun, ozone layer depletion is expected to increase surface ultraviolet levels, which could lead to damage, including increases in skin cancer. The radiation may also negatively impact crops and animals.

An estimated 760 jobs will be eliminated. According to Fleetwood, five manufactured housing plants will fulfill current orders, and then shift their production to other plants within 60 days. The affected facilities are located in California, Florida, Georgia, Kentucky and North Carolina. The manufacturer of prefabricated buildings and recreational vehicles will also close a modular-home facility in Douglas, Georgia, effective immediately. Impending closure announcements were also made at Fleetwood's travel trailer manufacturing centers in Indiana and Mexico.

In return for government rescue dollars, banks, insurance companies, hedge funds and the rest of the financial sector will almost certainly face a regulatory overhaul effort by the Democratic Congress next year. Obama will most likely support the Employee Free Choice Act, which would allow workers to form unions by getting a majority of employees to sign a card in support of a union, rather than through a secret ballot election. Business groups such as the U.S. Chamber of Commerce fiercely oppose the measure because it would make it easier for workers to unionize. The measure, supported by Obama and most Democrats in Congress, was approved in the House last year but stalled in the Senate. Cabot Microelectronics has brought 90 new jobs to the Aurora area this year when it began producing polishing tools used to improve the quality of microchips. The 90 jobs created at Cabot include positions in manufacturing, and research and development. And that's good news during a time of layoffs and downsizing seen across many industries this past year. Cabot, a leading supplier of chemical mechanical planarization slurries, now has two buildings in Aurora's Meridian Business Park. The company's headquarters is at 870 N. Commons Drive, where 400 employees work. There's a good chance that the high-tech Aurora manufacturer had something to do with the design of your cell phone, television, computer, or any product with a series of microchips. Its clients include IBM and Intel. Cabot has received national attention for its high-tech operations. Two years ago, President Bush visited the facility to talk about the importance of advanced technology in the United States. The company creates pads that polish layers of microchips, known as wafers. The pads, which are white and smooth, are created from resin beams. The pads are then buffed and sanded down to a finite texture. Any impurity could cause a short circuit to the electronic product. Currently, pads make up 3 percent of Cabot's overall revenue, but it's a sector of the company that's growing rapidly, spokesman Amy Ford said. The company's polishing pads business has grown from less than $1 million in revenue in 2007 to approximately $15 million in revenue this year. The biggest portion of Cabot's business comes from polishing tungsten in semiconductor chips seen in mp3 players, cell phones, gaming devices and digital video recorders.

MillerCoors has cut 269 jobs as part of its efforts to save money. The joint venture between SABMiller's US unit and the Molson Coors Brewing Company said it was on track to cut $500 million in spending over the next three years, and would realize $50 million in savings by the end of June 2009. Of the most recent cuts, 100 were in Milwaukee where SABMiller's US unit was based. It is unclear how many of the remainder of the cuts came from Golden, Colorado, where Molson Coors is based. The company plans to cut between 300 and 350 jobs in the next six months, but will open a new headquarters in Chicago in June. The net income for the combined company is 15 percent higher than the total posted a year earlier, when they were separate entities. Total sales at MillerCoors increased 2.1 percent to $1.95 billion.

Jobless claims above 400,000 are considered a sign of recession, according to the Labor Department. Goldman Sachs, Chrysler and Xerox all announced they were cutting workers by the thousands, adding to the woes of an economy beset by tighter credit and wobbly banks. The White House acknowledged the economy is going through what spokesperson Dana Perino called a "rough ride." "We expect our [gross domestic product] number next week not to be a good one, and the next quarter to be tough as well," Perino told reporters. Many economists expect the decline to continue into the current quarter and the first three months of 2009, if not longer. The United States is the only industrialized country where young people are less likely than their parents to earn a diploma, the report said. State and school officials are under pressure to improve test scores under the No Child Left Behind education law or face penalties. But they got a break on graduation rates: Schools must meet annual goals, but the government lets each state set its own goal. And in many states, the bar is set pretty low. The US has been slow to realize it was facing a dropout crisis. For years, researchers reported dropouts as the number of kids who quit school in 12th grade, failing to capture those who left high school earlier.

California's unemployment rate held steady at 7.7% in September, remaining at its highest level in 12 years, according to the Los Angeles Times. Economists are now warning that joblessness is likely to jump once October numbers are tallied. The new data from the California Employment Development Department reflect a continually weakening state economy buffeted by falling home prices, little construction activity, declining consumer demand and government belt-tightening. What the new state numbers did not show was the effect of a global financial crisis that froze credit and panicked stock markets beginning in mid-September, just after the monthly employment surveys were conducted. "The economic situation has deteriorated dramatically in the last month, and, unfortunately, I think the snowball is gaining momentum," said Sung Won Sohn, an economist at Cal State Channel Islands. "It's going to get worse." Sohn, who also is vice chairman of clothing-store chain Forever 21, predicted that October's figures would show "significant layoffs" in financial services and retail trade. "Most retailers expect this holiday shopping season to be at best flat in dollar terms and be down in volume terms," he said. One major retailer, the Mervyns department-store chain, announced Friday that it would mark the upcoming holidays with a going-out-of-business sale. The Hayward company is closing 149 stores, mainly in California, and eliminating more than 10,000 jobs. Retail's poor prospects could further weaken a state economy that lost 77,200 jobs between September 2007 and September 2008, according to the Employment Development Department. There will not be enough coffee produced in 2009 to meet global demand, a grower’s group in Columbia tells Bloomberg News. The National Federation of Coffee Growers of Colombia says there may be a deficit of as much as 10 million bags next year. A bag weighs 60 kilograms, or 132 pounds. This year, global coffee output will exceed demand by 6-7 million bags as Brazil, the largest producer, is in the more productive phase of a two-year cycle. Lower Brazilian output and demand growth of two percent next year will cause the shortfall. Coffee futures in New York reached a 15-month low of $1.09 a pound on October 8th, plunging 36 percent from a 10-year high in February. The drop is being blamed on investor panic in the face of the global meltdown. But coffee may become the best-performing commodity in coming months as Brazilian output will decline cyclically and lower prices may stimulate demand, said Shuji Sugata of Mitsubishi Futures & Securities in Tokyo. “Coffee, along with sugar, has potential to rally regardless of a bleak economic outlook,'' he told Bloomberg.

Hexion Specialty Chemicals' parent company, private equity firm Apollo Management, is providing $540 million in funding to help Hexion complete its $10.6 billion acquisition of global chemicals manufacturer Huntsman. "We are grateful for Apollo's support as we continue to work toward closing the Huntsman transaction," Hexion CEO Craig O. Morrison told Chemical & Engineering News. The move is a response to a judgment against the Columbus, Ohio-based Hexion in its lawsuit in the Delaware Court of Chancery seeking permission to back out of the Huntsman deal. In that suit, Hexion argued that the combined company would be insolvent and that, owing to Huntsman's increased debt, alternative financing was necessary to complete the merger. In August, Hexion rejected a bid from major Huntsman shareholders to provide about $500 million in financing. The court, siding with Huntsman, is ordering Hexion to "perform all of its covenants and obligations" under the merger agreement. To that end, Hexion also recently agreed to sell its specialty epoxy resins business to Czech resins maker Spolchemie, fulfilling antitrust requirements imposed on the deal There has been a sharp increase in Huntsman's share price since the Apollo financing was announced, which suggests a growing confidence on Wall Street that the deal will be consummated. Huntsman shares climbed 29% to $11.54 that day. But Huntsman is still trading at a significant discount from the $28-per-share acquisition price.

The U.S. Department of Health and Human Services will send the first U.S. Food and Drug Administration staff to China, India, Europe, and Latin America before the end of this year, Secretary Mike Leavitt has announced. The first overseas office will be in China. The US government recently secured formal approval from the People's Republic of China. Secretary Leavitt is scheduled to travel to China in November to meet with Chinese health officials, and review mutual efforts to ensure the safety of food and medical products consumed by the two nations, particularly imported goods. HHS/FDA plans on establishing its second overseas office in India, with staff posting to New Delhi in 2008 and at least one additional office to follow in 2009. Plans at present are for 10 U.S. nationals to be posted in India. The U.S. government is in the process of pursuing India's formal approval. In both nations, personnel will work closely with local authorities, as well as industries that ship food and medical products to the United States, to improve safety efforts. Their activities will include providing technical advice, conducting additional inspections, and working with government agencies and private sector entities interested in developing certification programs. Proponents of an Arizona ballot measure to restrict ballot measures call it a financial necessity. Opponents say it would deliver a near-crippling blow to a form of direct democracy that the Grand Canyon State has used since it joined the Union. Under the proposition on the November 4th ballot, no initiative that raises taxes or requires new spending could take effect, unless it’s approved by a majority of registered voters. Currently, an initiative needs only to get approval from a majority of voters actually casting ballots. Under the proposed rule, no ballot initiative in the last 10 years would have passed. A national expert on initiatives and referenda said the Arizona measure would cut down the approval rate, and probably even discourage some activists from launching initiative campaigns in the first place. "Voters get fewer choices," said John Matsusaka, a professor of business and law at the University of Southern California. Supporters contend a change is needed to rein in an expanding state government that is burdening the public and businesses with higher taxes and spending mandates, such as the new state minimum wage approved by voters in 2006. Opponents say the change would handcuff citizens who need initiatives to maneuver around lawmakers who won't tackle pressing problems, such as health care funding. "It takes away a critical component of democracy," said John Wright, president of the Arizona Education Association.

Cincinnati is home to 95,700 manufacturing employees, but that’s down 2.3 percent from last year. All Ohio cities lost manufacturing jobs. The largest manufacturing sector in the state, industrial machinery and equipment manufacturing, grew by half a percent to 152,000 jobs. Fabricated metal products dropped 3.3 percent, to 116,000 jobs. Transportation equipment fell 6.6 percent to 110,000 jobs, due in part to the closing of the Ford transmission plant in Batavia.

However, they do not want to pay interest on the $25 billion, as they see the money as necessary for compliance with last year’s energy bill. When the government bailed out Chrysler in 1979, they required the automaker to cut executive pay and make concessions with the United Auto Workers Union. No such requirements have been suggested for this bailout. A bill on the auto industry plan should come to the floor of Congress this week. Auto makers are worried that if action does not occur quickly, the new administration will be unable to take action before mid-2009.

Sanyo North America has a similar operation in California, and produces 70 megawatts of solar cells a year. With expansion in Oregon, Sanyo has forecasted an increase to 600 mega watts to be produced annually. Canada’s Corel Corporation, a prominent software manufacturer since the mid-1980s, is poised to cut 110 jobs, 20 of them in the nation sometimes referred to as “America’s Hat.” The company says the cuts are intended to increase efficiency. Corel flack Catherine Hughes said, "While these actions are never easy, our employees are known for their strong work ethic, creativity and energy, so we are hopeful they will be in high demand in the market.” There was no formal response from the laid-off workers, although there may have been an informal response involving middle fingers. Corel is currently in talks with an unnamed party to sell the company. Corel publishes the popular software products CorelDRAW, Winzip, Paint Shop Pro, and WinDVD. They also publish WordPerfect, the RC Cola to Microsoft Word’s Coca Cola.

EmploymentCrossing.com On Tuesday, UCLA economists released a report on California’s Economy, saying that California will continue to experience hard times all the way up until 2009. According to Jerry NIckelsburg, a UCLA economist, consumer sales will continue to be low and personal incomes will decline. He said that CA residents should also plan on having a high unemployment rate for the next 18 months. However, on a positive note, he did say that a few sectors may begin to see improvements soon. In August, California’s unemployment rate reached a shocking 7.6 percent, according to the Employment Department. Nickelsburg believes that one factor contributing to the unemployment rate is the lack of new jobs. According to economists, the New Year should shed some more light on CA. A majority of the sectors will begin there recovery process in 2009 and others, like the taxable sales sector, will begin recovering in 2010. Unfortunately, Nickelsburg predicts that the unemployment rate will continue to stay in the 7 percent range through 2009.

Hundreds of job-applicants lined up at Howard Industries in Laurel Mississippi hoping for jobs. The openings are a result of a raid that took place on Monday, August 25. The US Immigration and Customs Enforcement agency rounded-up nearly 350 workers that are expected to be in the country illegally. Van-Nuys based Superior Industries will close its Pittsburg, Kansas plant December 19. As one of the largest private employers in the region, it is expected to cut around 600 jobs. The Michigan Economic Growth Authority is expected to grant tax incentives to twenty new business locations and expansion projects. The projects are expected to create more than 6,800 new jobs. The twenty projects are spread across the entire state and have hopes of diversifying Michigan’s economy away from a reliance on the automobile industry. The state is looking to attract business in energy, military, and other growing sectors. Six of the twenty projects are located in Wayne and Oakland counties.
