I found what I was looking for in Toon Boom animation software. The initial learning curve was slightly steep, although in reflection, Flash was also. The key difference with Studio 4 is that it accomplished two tasks that I was struggling with in Flash. One task was to create pivot points so arms and legs moved properly when I bent them at the elbow or knee. Another was to synchronize lips with voice. This review video demonstrates lip syncing and pivot points with a few free hand and traced animation... one of myself saying phonems. It also shows samples from Toon Booms website on major places using the software.

Wisconsin State Representative Kestell ridicules public access television with one program, and at the expense of many good programs. He then implies that public access television is the reason cable bills continue to go up year after year - apparently believing WYOU's 22 cents per month is the conspiracy behind rate increases. Perhaps like his counterpart Rep. Montgomery he's just learned about public access and still ignorant of what its about. Montgomery is the state representative that just learned about YouTube after he sponsored a bill defining web video. The clips in this video were from the Joint Committee on Financing when they voted to approve the Wis cable bill that seems to have been written by AT&T and poorly understood by the sponsor who support it.
